Title held by the highest-ranked officers in the Ordained Order of the Inquisition. The Arbiters are appointed by the High Cardinal and serve until such time as they are no longer able to do so. Upon attaining the rank of Arbiter, a person must sever all ties with their previous lives and devote their entire existence to serving the Church of the Holy Seraph and upholding the tenants of the Inquisition.
Arbiters are usually responsible for the overall organization of the Order, and are therefore extremely busy. It is rare that an Arbiter leaves Valice, and even rarer still that one is willing to hold audience with a layman. The only exceptions to this rule are the rare case of a Supreme Tribunal, in which the accused is a person of major political or religious importance, or a Public address.
The Arbiters are the only members of the Inquisition who have direct contact with the Seraphic Oracles, and therefore are in total control of the information that they choose to pass down from the Seraph. They are also the only members of the Order who communicate regularly with the High Cardinal, though His Eminence generally allows the Arbiters total freedom in their command of the Order.
